Ukraine - President believes administrative reform will improve effectiveness of public administration

President of Ukraine Viktor Yanukovych believes that implementation of administrative reform will work to improve the effectiveness of public administration, he said today in an interview in Moscow after taking part in the CIS Summit.

He also expressed the belief that significant reduction of civil servants staff numbers will save money, to be later directed into covering Pension Fund deficit.

President Yanukovych reminded that at the beginning of the 90s, about 500 officials were working in the Cabinet, but now the number is more than 1200. "What has changed? Has public administration or public management improved? ... Overlapping of functions only hinders the work," the President said.

The President said that all those dismissed in the course of administrative reform will receive the appropriate compensation in accordance with the law.

At the same time, Viktor Yanukovych said that significant effect of this reduction of civil servants staff will be observable only in 2012.

The next step, according to the President, will be significant reduction of local administrations and local governments staff. "We will work in this direction, because for the last five years the number of staff at councils of all levels has doubled. So did the number of employees at district and regional administrations has increased," Viktor Yanukovych said.

He also reminded that at the beginning of his presidential tenure, he had voiced the initiative to reduce civil service maintenance costs and reduced his own pay by half. "If you begin to reform something, you should start with yourself," he said.
