Deputy Prime Minister Nick Clegg has said that public sector databases could be used to find people not on the electoral register.
In a debate on the parliamentary voting system and Constituencies Bill, Clegg said registration on the electoral register was at well over 90 per cent.
But he added: "That is not to say that where people are not on the register, we should do nothing. That has been the attitude for far too long."
He said that under registration is still apparent in coastal areas and inner cities and amongst groups including younger people, students and ethnic minorities.
To tackle the problem Clegg said the government are investigating a number of solutions.
The Deputy Prime Minister said one option was "freeing up local authorities to use existing public sector databases to identify people who are not registered, and then actively encouraging them to register."
He also said that the government is working to tackle registration fraud.
