The percentage of South Korean workers who can contribute to the country taking advantage of the ongoing fourth industrial revolution remains small compared with that of other developed economies, a report showed Thursday.

According to a report by local research institute Pi-Touch, 21.6 percent of the country's total workforce can be considered "core manpower" necessary for implementing critical changes. This is significantly less than the average of 42.2 percent among member states of the Organization for Economic Cooperation and Development (OECD).

Experts in ICT, science, law and administration, as well as manager-level workers in the culture and art sectors, were counted as being important personnel, the report said.

The fourth revolution is characterized by many technologies in such sectors as business administration, digital, biological and artificial intelligence fields, being fused together to create new economic and social systems.

"In order to cultivate core manpower for the fourth industrial revolution, South Korea should reorganize educational programs at various institutions to foster more manager-level workers in the ICT sector, as well as designate software as a main subject starting in elementary schools, like in Estonia," the report said.

South Korea's manpower in the fourth industrial revolution inched up by an average of 0.5 percent per year from 2011 to 2016, compared with an average increase of 5.8 percent by OECD members during the same period, the latest findings showed.
