Japan: Pay Increase Advised for National Civil Servants

The National Personnel Authority on Thursday recommended that both the monthly pay and annual bonuses for national public servants in fiscal 2014 be raised for the first time in seven years.

The authority said that the monthly salary in the year ending next March should be raised by 0.27 percent from fiscal 2013 on average and the bonuses by an equivalent of 0.15 month’s salary. If the recommendations, which were submitted to the government and the Diet the same day, are put into action, the average annual pay among national public servants would increase by ¥79,000 from fiscal 2013.

The Finance Ministry said personnel costs for national public servants would increase by ¥82 billion if the pay hikes are fully implemented. The Internal Affairs and Communications Ministry separately said total costs for local government employees nationwide would rise by ¥220 billion if their pay is raised at the same pace as that of national civil servants.

The National Personnel Authority made the recommendations based on its survey that found the average private-sector monthly pay for April exceeded that of national public servants for the same month by ¥1,090, or 0.27 percent.
