Kazakhstan: Huge Law Violations Detected in Regional Development

Violations of the law in the amount of 13.8 billion tenge ($75.8 million) were detected in the implementation the Strategic Plan of Kazakhstan's Regional Development and the use of the national budget funds allocated to the programs on Regional Development and Monocities Development, Kazakh Accounts Committee for control over Execution of the Republican Budget reported.

It was announced at the regular meeting of the Accounts Committee held on Aug. 14.

"Within the control examination violations of budget and other legislation in the amount of 13.8 billion tenge (182 tenge = $1) were detected," the Committee said.

Ministry of National Economy which will take the powers of former Regional Development Ministry dissolved within the recent reorganization of the government was ordered to take measures in order to eliminate the violations, and the causes and conditions favoring such violations. Moreover the National Economy Ministry will have to consider the responsibility of the officials who have committed the violations of the current legislation.

Heads of Almaty, Zhambyl, Karaganda and Mangistau regions were ordered to take measures to compensate 215.6 million tenge to the national budget.

Within the meeting it was noted that the implementation of Strategic Plan and Program on the regional development was not quite efficient and a number of target indicators have not been met.

In particular, only 16 percent of the funds allocated to the Program on Monocities development were used for diversification of their economy, and the reconstruction of roads and main heating pipe worth 114.2 million tenge were not implemented in West-Kazakhstan region.

Moreover, a total number of nine projects envisaged by the Program on Regional Development were not implemented in different regions due to lack of co-financing from local budgets.
