Turkmen Parliament Discusses Housing Privatization Bill

The Turkmen Parliament discussed a bill on "Privatization of public housing premises" at a meeting of its fourth convocation. It set various legal precedents, the Turkmen government said on Monday.


The aim of the new document is to create conditions for the implementation of the rights of citizens to free choice in meeting their housing needs, to attract citizens to participate in the maintenance and preservation of existing housing.


According to the report, the parliamentarians expressed their confidence that the above-mentioned document, among others, will expand the legal framework and serve to further the progressive prosperity of Turkmenistan and strengthen its position in the international arena.


The Majlis introduced the Housing Code in March. Its main objectives are to ensure conditions for citizens' right on state support in obtaining or acquiring well-equipped accommodation fixed by the Constitution.


President Berdimuhamedov said at a government meeting that the country has always focused and focuses on the social protection of the citizens in terms of the gradual transition to the market economy.


This is evidenced by free provision with gas, electricity, drinking water, table salt and petrol, the symbolic payment for housing and communal services, loans for home purchase and very low taxes.


As it is known, the free privatization of public housing is envisaged in a number of CIS countries. In particular, Russia has announced for the third time about the extension of such privatization until 2015.


The privatization of housing in Turkmenistan has been suspended during ex-President Saparmurat Niyazov's activity, who made an exception for those moving to Russia.
