Anchor: The tuition burden on college students from families in the bottom 70 percent income bracket will fall by an average 35 percent next year. Our Kim Soyon explains.

Report: The Education Ministry on Wednesday announced plans to ease the college tuition burden for 2013. Under the plan, students from families earning in the bottom 30 percent will receive 450-thousand to 900-thousand won more in government scholarships next year.

Students in the bottom 40 to 70 percent will also be eligible to receive state scholarships despite previous ineligibility.

Also from next year, grades will not be a factor for freshmen to receive scholarships. Any first-year student in the bottom 70 percent income group will receive a scholarship for their first semester. However, grades will factor into the awarding of scholarships from the second semester on.

The government budget for scholarships will be expanded from one-point-seven trillion won this year to over two-point-two trillion next year. Including scholarships funded by colleges, over two-point-eight trillion won will be put towards reducing the tuition burden in 2013.

This figure equals roughly 35 percent of actual tuition paid by students from families earning in the bottom 70 percent. Some one million students are expected to receive the grants.

The ministry will also revise guidelines so students from families whose economic situation suddenly worsened due to parents' illness or bankruptcy can also receive state scholarships.
