Nepal: Tension Over UN Report On War Crimes

Nepal's foreign ministry has rejected a United Nations' report urging it to take action against those responsible for serious human rights violations during the country's recent civil war.

The "Nepal Conflict Report", released by the UN High Commissioner for Human Rights (UNHCR) earlier this week, documents thousands of cases of human rights violations from the beginning of the conflict in 1996 until the signing of a peace accord in 2006.

"The violations were committed on both sides," Rory Mungoven, head of the agency's Asia Pacific Section, told Radio Australia's Connect Asia program.

"The patterns that are documented in the report include unlawful killing, disappearances, torture, arbitrary detention, even sexual violence."

In all an estimated 16,000 people were killed in the conflict, while at least 1,000 more are missing, the report says, and criticises Nepalese authorities for failing to prosecute the perpetrators.

It also says that promised mechanisms to deal with justice and reconciliation have not been established.

Nepal's foreign ministry has dismissed the report as "out of context and irrelevant", claiming the document was "prepared without the prior consent of the government and without proper consultation with the stakeholders".

The country has asked the UN not to publish the report.

Nepal's civil was was an armed conflict between government forces and Maoist fighters intent on overthrowing the country's monarchy.
