Philippines: Panel to Include New Provisions in K to 12 Bill

The House technical working group (TWG) consolidating three K to 12 measure has decided to include at least three new provisions in the draft substitute measure seeking to institutionalize the 12-year basic education program.

Composed of members from the House committees on basic education and culture, and higher and technical education, the TWG agreed to include the proposal of A Teacher party Rep. Mariano Piamonte Jr. to allow the hiring of unlicensed by practicing guidance counsellors. “There has been a shortage of the profession because of the stiff provisions in Section 27 of Republic Act 9258 or the Guidance Counseling Act of 2004,” Piamonte said.

He said Section 27 of RA 9258 prohibits a person to practice guidance and counselling without a valid Certificate of Registration and a valid Professional Identification Card or a special permit.

Also incorporated in the draft substitute bill is the provision including the Professional Regulatory Commission (PRC) in the curriculum consultative committee proposed to be formed under the K to 12 measure on the suggestion of PRC representative Ariorder Rico during TWG deliberations.

The TWG also agreed to the proposal of the Coordinating Council of Private Educational Associations (COCOPEA) to include the Secretary of the Department of Labor and Employment (DOLE) as part of the group that will craft the proposed Act’s implementing rules and regulations.

Despite the protest against the implementation of the Aquino government's flagship K to 12 program, Sorsogon Rep. Salvador Escudero III, one of the principal authors of the bill and chairman of the House Committee on Basic Education and Culture assured that the House of Representatives will continue to flex its muscles to pass a bill that would institutionalize the proposed 12-year basic education cycle.

He said the implementation of the K to 12 program should be given a chance, lamenting that the Philippines still remains on the list of countries that 10-year basic education cycle, along with Angola and Djibouti.
