Legal experts say Palau's request for a legal opinion on climate change by the International Court of Justice could have a major impact on global law.
The New York Times reports the Pacific nation would like the court to rule that countries have a responsibility to ensure their carbon emissions don't affect other nations.
President Johnson Toribiong last week told the UN general assembly the world must determine what international rule of law meant for climate change.
Palau must persuade the UN general assembly to approve its request, before sending it on to the International Court of Justice.
If it's approved, lawyers say a legal opinion from the court could help shape international laws on the impact of global warming, and strengthen the position of small Pacific island countries vulnerable to rising sea waters.
