Bangladesh: UGC for Enhancing ICT Education to Expedite ‘Digital Bangladesh’

The University Grants Commission (UGC) has emphasized the need for enhancing Information and Communication Technology (ICT) education to expedite the process for building ‘Digital Bangladesh’.

The UGC made the observation alongside its recommendations in its annual report for 2009, which has come out a bit late and a copy of which was submitted to President Zillur Rahman at Bangabhaban.

The UGC report said necessary measures would have to be taken to increase the required infrastructural facilities in the country’s ICT sector so that Bangladesh doesn’t lag behind in higher education.

The Commission also emphasized continuing the government’s efforts to increase the amount of modern technology in the country, including internet services, in line with a huge expansion of the ICT curriculum in the country.

For this reason the UGC deems it essential to ensure further development of computing resources, along with their availability by creating skilled manpower, introducing huge ICT practices at all levels of education, and also providing scholarships and funding for higher education and research.

“If necessary, foreign trainers or experts can be invited to the country to form an ICT expert team, for expediting the implementation of the present government’s declared dream of building Digital Bangladesh.”

About the recruitments in public universities, the report said the UGC observed that the process of recruiting teachers, officers and employees in the public universities was found flawed over the
previous years, which created disorder in administrative activities, and put up obstacles to the practice of developed knowledge in universities.

Ensuring transparency in the process of recruiting teachers, officers and employees in the universities is essential according to the UGC report.

“While appointing the vice chancellors, academic excellence, administrative experience at university-level, and finally teaching and standards of research recognition in national and international level should be considered,” the UGC suggested.

The UGC report emphasises the importance of building a meritocracy, where talent, skill and competence should be given top priority while recruiting the teachers in the university. If necessary, expert panels can be formed to accomplish the recruitment process through holding transparent and acceptable examinations and demonstration classes.

The UGC report also recommended the authorities concerned to prepare an independent pay scale for university teachers, by increasing salaries and other job facilities to ensure quality education, and attracting talented students to academic jobs in universities.
