Japan: Gov't Proposes Creating New Personnel Agency for Civil Servants

The government on Tuesday proposed creating a new agency to determine the salaries of civil servants based on labor-management negotiations, government and ruling party officials said.

The proposal to abolish the National Personnel Authority, which currently makes salary recommendations for workers in the government sector to bring them into line with those in the private sector, was included in an outline for civil service reform presented to a Democratic Party of Japan project team, the officials said.

While labor-management negotiations are currently allowed in certain government enterprises, the outline proposed extending them to almost all sectors of the civil service, adding that the transparency of such negotiations should be ensured by setting up an independent agency.

Members of the DPJ project team agreed to study the proposal to grant civil servants the right to negotiate over working conditions.

Meanwhile, State Minister Renho, who is in charge of civil service reform, told reporters that the personnel authority will be dissolved for the sake of a better system, indicating the proposed agency would take over the authority’s role.
