Vanuatu is the top Pacific Island business nation in this year's World Bank 'Ease of Doing Business' rankings.
Jemima Garrett reports Vanuatu came in at 60th of the 183 countries ranked.
This put it just ahead of Samoa and Fiji.
The 'Doing Business' report measures how easy it is to start and operate a business and negotiate government rules and regulations.
The World Bank group's Jonathon Kirkby says this year's report saw Pacific countries improve access to credit and make it easier to enforce contracts, pay taxes and register property.
Vanuatu topped the Pacific rankings and most countries improved.
Marshall islands moved up five places to rank 108th, Solomon Islands moved up 10 to 96th place and Papua New Guinea up five to 103rd.
Mr Kirkby says the reforms are helping increase job opportunities and economic growth.
Over the past five years, Fiji is the only country in which it has become harder to do business.
