Bangladesh: Tech-Based Management in All Sectors Emphasised |

Speakers at a discussion on Thursday emphasised the need for introducing technology-based management in all sectors starting from government to social levels to materialise the dream of "Digital Bangladesh."
They were addressing a discussion on Strategic Priorities of Digital Bangladesh (SPDB) 2010 on Equitable Citizens' Access to e-service in the NEC Conference Room of the Planning Commission.
The General Economics Department (GED) of the Planning Commission and the Access to Information (A2I) Programme of the Prime Minister's Office funded by UNDP jointly organized the discussion. Post and Telecommunications Secretary Sunil Kanti Bose chaired the two sessions of the discussion.GED joint Chief SM Nasim Uddin and Member Dr Shamsul Alam spoke, among others. Faheem Hussain, Consultant of A2I Programme presented the keynote paper.
UNDP supported Access to Information (A2I) Programme under the Prime Minister' office is providing technical support to the Local Government Division in setting up Union Information Service Centers (UISC) in all 4501 unions to bring them under a single information connectivity in November , speakers said.
The information centres are paving the way for common people to get online services and facilities like different government forms and information about all sorts of agricultural activities, healthcare, education, admission, legal aid, human rights and employment for their development.
Under the initiatives, the local government is also planning to open websites for each union parishad to bring the entire local government administration under a single information network, they said. The government is preparing to award 3G licence to the mobile operators. The licensing guidelines have been drafted, speakers said.
In Bangladesh, only 4.4 million people have access to the internet. Forty-eight percent of urban people are aware of internet services, while 29 percent of the rural population have heard about the service, speakers said .
Bangladesh will have around 20 million internet subscribers by 2020 if proper policy support is provided, and 90 percent of the users will be added through wireless connections, they said.
Annual earnings from broadband internet penetration in Bangladesh is expected to reach Tk 128 billion by 2020 if the country ensures a rule-based policy regime.
