The law "On Elections to Halk Maslakhaty and Gengesh" entered into force in Turkmenistan. The new law is aimed at consistently reforming the national electoral system and stepping up democratization of the Turkmen society in the context of the forthcoming election to etrap, town and velayat halk maslakhaty scheduled in Turkmenistan for this December.
The document establishes safeguards to ensure the freedom expression of Turkmen citizens in the election, the local media reported.
The Constitution states that local government consists of representative and executive bodies that act within their competence. According to the Article 78, in the province and etrap establish representative bodies - Halk Maslahaty, whose members are elected by citizens of the respective administrative-territorial units for a period of four years in accordance with the legislation of Turkmenistan.
The system of local self-government form gengesh and bodies of territorial public self-government. Gengeshes are representative bodies of popular power in the etrap, settlement, gengeshlik. Members of the Gengesh elected directly by citizens for a period of three years.
The functions of gengeshes:
1) identification of the main directions of economic, social and cultural development of their territories;
2) developing and approving the budget and report on its implementation;
3) establishing local taxes and the order of their collection;
4) identification of measures for the rational use of natural resources and environmental protection.
