Uzbek Senators: New Laws to Serve the Country's Development

The upper chamber of the parliament of Uzbekistan approved 12 new laws last week. The laws are aimed at further strengthening of state construction and development of socioeconomic, judicial and other spheres.

According to senators, the adoption of new laws and the introduction of amendments to a range of laws have the only purpose of deepening current reforms carried out in our country.

In the opinion of Shakarjon Hujaniyazova, Senator, Chairman of Women's Committee of Khorezm region, this session differed from other sessions of Senate in saturation and topicality of issues considered.

"Uzbek society had a chance to make sure that the government of Uzbekistan and Parliament solve current issues by legislative way. I am sure the legislative acts approved by senators will promote further active implementation of current reforms," she emphasized.

Amnesty was one of major issues considered by the Upper Chamber of the Parliament during the session.

"I would like to accentuate the importance of the resolution of Senate of Oliy Majlis "On Amnesty" that will allow persons convicted for minor crimes, misdemeanors or crimes of carelessness come back to their families and society. This reflects the government's urge towards forgiving those who have made mistakes in their lives," Muhammadjon Toshkulov, senator, chairman of Gova Arik citizens gathering of Chust district, Namangan region, comments on the adoption of amnesty act.

According to Senator Shuhrat Karimov, deputy chief of Andijan region Press and Information department, the adoption of Amnesty Act evidences the humanistic nature of the state.

"The amnesty of such categories of individuals as women, minors under age of 18, men over 60 year old and foreign citizens totally corresponds to peaceful and humanistic policy of Uzbekistan," he noted.

Mr. Karimov also accentuated the fact that the deputy corps will be engaged into the social control for the implementation of the amnesty act. "This is the demonstration of gradual transition of lawful state into civil society," he thinks. In his opinion, strengthening measures for social adaptation of amnestied individuals is also crucial in this context.

The Senate also approved the law "On prophylaxis of child neglect and juvenile offends".

As Senator Nasiba Mirodilova, Deputy Chairman of Milliy Tiklanish Tashkent city kengash, Chairman of Tashkent City Association of Business Women and Entrepreneurs, commented, this law was topical and was adopted in proper time and its concept concorded with state youth policy.

"The adoption of the law within the framework of state programme "Year of Harmonically Developed Generation" attaches it special importance. The law is designed to regulate issues on prevention of neglect and crimes among minors and further improvement of legal base for the protection of children, increase of responsibility of bodies and departments amenable for such measures, responsibility of parents, guardians and trustees for the growing generation," the Senator stressed.

The unification of Zangiota and Tashkent districts of Tashkent region was another pressing issue mostly discussed by the Upper Chamber. The issue was brought up by regional khokimiyat with consideration of the opinion of population residing in both districts.

In the view of Samigjon Mingboev, Chairman of Dam Arik rural council of Zangiota district of Tashkent region, the adoption of Regulations on the unification of Zangiota and Tashkent district will promote the reduction of bureaucratic circumlocution and will give a new impulse to the development and rebirth of Keles city.

"The unification will result in extension of the region and administration system simplification of Zangiota district, one of leading districts providing Tashkent with agricultural products and construction materials," he emphasized.
