Japanese Gov't Maps Out 7 Rules on Pension Reforms

A panel of cabinet ministers and other officials studying pension reforms laid out seven ground rules Tuesday for carrying out the reforms, calling on the opposition camp to hold a suprapartisan debate on the issue. The day’s panel meeting opened with Prime Minister Naoto Kan saying, ‘‘It’s desirable that we revamp the pension system based on suprapartisan discussions involving the whole nation.’‘

Two of the seven principles spelled out by the panel state that the planned reform will seek to secure a minimum sum necessary for pensioners and a stable flow of funding to make the pension system sustainable. They did not mention a minimum monthly pension of 70,000 yen pledged in the ruling Democratic Party of Japan’s manifesto for the upcoming House of Councillors election or the consumption tax revenue, which the DPJ’s manifesto for the House of Representatives poll last August said should be used to fund the minimum payouts.
