Mongolia: Revised Parliamentary Election Law Presented in Parliament

A revised draft version of the parliamentary election law has been submitted to State Great Khural last week.

Draft version has revised 65 percent of the current effective parliamentary election law, said law initiator E.Bat-Uul.

According to the new law, Mongolia may avoid current majority way of voting system, and lean towards more proportional representation for the 2012 parliamentary election.

Voting day would be either Wednesday of the second half of June of the election year, not Sunday of the current law directs.

Political party and independent candidates will have to obtain a minimum of seven percent of total votes, election threshold, in order to secure a seat at the top legislative body. Parties who do not reach that margin will not be represented in parliament.

In the new system, parties make lists of candidates not more than 76 to be elected, and seats get allocated to each party in proportion to the number of votes the party receives. Independent candidates will need to collect signatures of at least 801 eligible voters in order to run for election.

The new law may ban any political promise of cash giveaways during the election campaign, and all types of monetary donations from foreigners, foreign-owned businesses, international organizations, state-owned entities, and non-government organizations.

By-election would no longer be held as the new one directs to choose second-in-the-list automatically as Member of Parliament if that seat left vacant.
