Zambia: ICT Conduct to Be Regulated

Government is spearheading a mechanism for a professional statutory body mandated to promote and regulate the conduct of Information and Communications Technology (ICT).

Transport, Works, Supply and Communications Permanent Secretary Bernard Chiwala said at a Computer Society of Zambia stakeholders' meeting in Kitwe that the body would function under an Act of Parliament.

He said this in a speech read for him by Zambia Information Communications Technology Authority information technology manager Garry Mukelabai.

Mr Chiwala said the professional statutory body would improve service delivery through human resource development, and that it would develop and enforce professional standards and ethical behaviour.

He said the goal of the Bill was to attain sufficient and world-class human resource capacity in critical and relevant skills required for developing Zambia's information and knowledge.

Computer Society of Zambia president, Hastings Libati said there was need for the organisation to have a legal framework so that it could begin to operate and be governed by an Act of Parliament.

Mr Libati said having the Society operate under an Act of Parliament would enable it to take up its rightful role.

He said if the Computer Society of Zambia was operating under an Act, it would be in a better position to register all ICT professionals and enforce a code of conduct for its members.

"When operating under an Act of Parliament, CSZ would be able to work well with Government wings to safeguard local ICT jobs," Mr Libati said.
