With the topic: "The role of the Department of Public Service and Administration in Burundi, Rwanda, South Sudan and the Democratic Republic of Congo(DRC)", Ms Dlodlo spoke about how South Africa is aiming to help these neighbouring countries to construct their public service in order to better the lives of citizens.
"We believe that regional and continental integration is the foundation for Africa's socio-economic development and political unity, and essential for our own prosperity and security. Consequently, Africa is at the centre of South Africa's foreign policy. We therefore champion collaboration, co-operation and building partnerships over conflict among many other priorities", said Ms Dlodlo.
The Ministry of Public Service and Administration (MPSA) has come up with post conflict reconstruction initiatives in the DRC and projects are currently implemented under the co-operation agreements, namely: Public Service Census, Anti-corruption, Administrative Decentralisation and National School of Public Administration.
A biometric system has also been developed in these countries for auditing, setting up pension funds, setting up medical aid schemes, counting people and monitoring and evaluating programmes. This system is not applicable in South Africa.
