Angola's Minister of Public Administration, Employment and Social Security, António Pitra Neto, on Tuesday here hailed the need for focusing a greater importance to the functioning of the National System of Management of Human Resources in articulation with the State Financial Management System, Angop has learnt.
The Minister said so when speaking at the opening of a methodological seminar on the administrative reform programme, held by his ministry.
He said this fact will continuously improve the relation between the statistics data and the tracking of the state members with the fiscal expenditure that is related to it.
According to him, the human capital must continue to deserve the priority of all exercises of all competent organs and treated in an integrated way: Initial and continuous training, competence, disciplinary regime, responsibility, obligations, merit and benefits.
The event aims to discuss the objectives and paths under the Administrative Reform Programme (PREA) of the Angolan government for 2013/2017 period, analyse drafts of measures to re-launch and revitalise PREA.
The seminar also aims to discuss the need of confering to the human capital the true role of the most important resource of the organisation, prioritising the Professional training of civil servants.
The two-day meeting is discussing themes such as “Citizenship of public services: experience of SIAC ”, “Professional training for Public Administration”, “Mais fácil mais simples Programme” and “Draft laws on the State Central Administration and Public Institutes Públicos”.
The event is being attended by the official and staff of the central and local organs of the State Administration, managing institutes of human resources and social partnerships.
