The National Planning Commission released its so called diagnostic report late last year, which set out guidelines and goals for South Africa over the next several years.

Manuel said for the plan to work, consistency was essential.

He added the public service needed to be bolstered to improve service delivery.

“We need to strengthen the public service commission. We need to install an administrative head of the public service to whom all directors general are accountable for the administrative norms.”
