Bill Eggers’ presentation addressed the real-life challenges of executing in the public sector and how to understand and avoid the common pitfalls that trip up public-sector leaders during the journey from idea to results. At a time of unprecedented challenges, Eggers shared abundant examples and hands-on advice to make government work better. From the successful implementation of London’s congestion pricing program to the U.S. Government’s response to hurricane Katrina, major governments worldwide are characterized and remembered for their successes and failures. His book “If We Can Put a Man on the Moon: Getting Big Things Done in Government” explores 75 major public sector initiatives since World War II and compares the actions that led to triumphs with those that led to disappointment.
Mike Vincent, a Deloitte South Africa Director from the Strategy and Innovation practice, presented on “10 Lessons from the Future” a powerful audio-visual presentation which was a roller-coaster ride from the culture of the sixties and seventies - and the attitudes, products and companies it spawned – to the potential scenarios of 2020 and beyond. The presentation dealt with what could we have learnt about the future back then? Why did we miss some of the most important new developments such as the personal computer and the impact of the mobile phone? And learning from perfect hindsight, what can we realistically expect to hit us in the future? Which will be the winning and losing industries? What will be the winning nations? What lessons can we learn from this future that we can apply to our business thinking today? At the end, the presentation he concluded that “In this warp-speed world it is no longer sufficient to learn from experience – we must learn to learn from the future!”
Anele Mtshemla, a Deloitte South Africa Director responsible for growth in the Public Sector, presented on the Government Performance Map which showcases Deloitte’s methodology on implementing performance improvements in the Public Sector and how government departments and agencies are poised to deliver more effective programs and achieve greater returns from their available resources. The Government Performance Map™ was built to address these issues and link potential improvement initiatives and government performance in the key areas of policy objectives, program delivery, operating efficiency, and asset efficiency. Mtshemla touched on some local examples where he pulled information from the latest AG report on provinces, which showed some of the areas of weakness in the provinces e.g. Service delivery in departments such as health and education. The audience had to vote and send responses based on questions posed. In response to one of the questions asked 77% of delegates indicated that they thought the Government Performance Map would help them deliver on their Department's mandate.
