Central to the reasons for these engagements are the glaring inconsistencies on how various departments at all government levels interpret and apply the system regarding organizational design, job grading and post provisioning.
Apart from clarifying the reporting lines, authority delegation, responsibilities, chain of command and the span of control as provided for by the framework, the workshops also presents proposals to address the inconsistencies and encourage inputs in strengthening the ODP.
In his opening remarks, Minister Baloyi said there was a clear need to reinforce uniformity of norms and standards in the way they were meant to be implemented by the entire public service and in terms of how the public service values are cutting across as provided for by the Constitution.
"We are embarking on these consultations to end the ongoing lack of alignment, coordination and administration, and be guided by a common sense of norms and standards.
"If we don't manage the issues of organizational design we will find ourselves unable to deal with issues of discipline management," he said.
The Minister referred to scenarios where job titles of the same level differ from one government authority to the other, with a superintendent of one hospital being graded as a chief director, while their counterpart in another hospital is graded at either a lower or higher level.
Last month the Minister visited the Western Cape and will tomorrow (Thursday) take the workshop to Mpumalanga.
