2014 Global City Informatization Forum Co-organized by RCOCI

During 2014 Global City Informatization Forum co-organized by Regional Cooperation Office for City Informatization (RCOCI), participants from all around the world deeply discussed and actively brainstormed on the theme of “Smartness, Integration, Convergence”. We came up with a number of fantastic new concepts, ideas and approaches benefited from collective wisdom in terms of accelerating ICT innovation, deepening construction of smart cities, and informatizing a better life.

Call for Manuscripts International Journal of Civil Service Reform and Practice

The Regional Hub of Civil Service in Astana seeks submissions to its journal, the International Journal of Civil Service Reform and Practice. The journal has successfully published two issues, and seeks to publish manuscripts of interest to participants of the Regional Hub. The Regional Hub was established in 2013. The Hub was initiated through a joint project between the United Nations Development Programme and the Agency for Civil Service Affairs of the Republic of Kazakhstan. The Hub has over 30 participating countries and 5 international organizations.

RCOCI Signed New Strategic Cooperation Agreement
On January 15, as backbones of RCOCI, Shanghai Municipal Commission of Economy and Informatization and Shanghai Academy of Social Sciences signed strategic agreement for future profound cooperation. The two parts will co-organize 2014 Global City Informatization Forum held in November, and the new website for the Forum was launched.

Australia: Government Prepares to Unveil $231.1m Cyber Security Strategy
The government will today publicly release its long-awaited cyber security strategy. The strategy, details of which will be released at midday, includes initiatives worth $233.1 million over four years. The funding is in addition to the $300 million the government has earmarked for Defence cyber security capabilities. Yesterday the government also revealed it would spend $61.1 million on improving ASIC's data analytics capabilities. The cyber security strategy funding will include $38.8 million to establish a new facility for the Australian Cyber Security Centre (ACSC) to boost its growth and increase opportunities for partnerships with the private sector. The government will look to significantly increase the capabilities of CERT Australia through a $21.5 million funding boost as well as $10 million for awareness raising programs and $2 million for a program focussed on non-government partners. The government will also put $47.3 million towards establishing joint cyber threat sharing centres and an online threat sharing portal and creating national voluntary good practice guidance for cyber security ($1.6 million).

Australia: New Cybersecurity Strategy Supports Elements of Government’s Economic Plan - Turnbull
The Department of the Prime Minister and Cabinet has just released Australia’s cybersecurity strategy, aimed at enabling innovation, growth and prosperity. Prime Minister, Malcolm Turnbull, launched the cybersecurity strategy at the Australian Technology Park in Sydney, where he set out the government’s philosophy and program for meeting the dual challenges of the digital age – advancing and protecting our interests online. “The Internet is transforming how we socialise and do business in ways its founders could not have imagined. It is changing how we are entertained and informed, affecting almost every aspect of our lives. The need for an open, free and secure Internet therefore goes far beyond economics. It is important for ensuring public and financial accountability and strengthening democratic institutions. It underpins freedom of expression and reinforces safe and vibrant communities,” he said. Turnbull said if we are to fully realise the social, economic and strategic benefits of being online, we must ensure the Internet continues to be governed by those who use it—not dominated by governments.

Australia: Will the Government’s Cyber Security Growth Centre Succeed?
The government’s recent announcements of significant cyber security investments and the establishment of a Cyber Security Growth Centre are very encouraging. The government has nine funding priorities for science and research and heading into 2016 cyber was the lowest on the list of priorities, with the lowest planned expenditure. The total injection of $231.1m into cyber security, including the $30.5 million being earmarked through the National Innovation and Science Agenda, represents a substantial elevation of information security as a priority. One of the objectives of this new centre is to promote Australian cyber security products and services for development and export, and to work with business and the research community to better target cyber security research and development to meet Australia’s challenges. While Australia’s domestic innovation and research industry is well regarded, we have a fledgling cyber security industry. It is difficult to estimate the number of cyber security startups in Australia. However, in my capacity as a venture capitalist I’ve made it my business to locate such startups. Unfortunately, while I’ve come across a number of cyber security service startups, not that many are building new innovative products. The sad truth is that an Australian with a good idea for a cyber startup is more likely to relocate to Silicon Valley, as there is little support in Australia. Growing the local industry, then, won’t be an easy task.
