Capacity Development Workshop on “Citizen Engagement and the Post-2015 Development Agenda"

Background

The United Nations Department of Economic and Social Affairs (UNDESA), through its Division for Public Administration and Development Management (DPADM) organized, in cooperation with the United Nations Economic and Social Commission for Western Asia (UNESCWA), a capacity development workshop on "Citizen Engagement and the Post-2015 Development Agenda” in Beirut, Lebanon, on 5-6  December 2012.

 
The workshop brought together 35 local senior government officials from the Middle East and North African (MENA) region, representatives of economic and social councils, officials from international and civil society organizations, including the private sector and research institutions. They called for public institutions to be ready to engage both men and women, as citizens, to have a say in sustaining the achievements of the Millennium Development Goals (MDG’s) after 2015. They emphasized the importance of strengthening good governance practices and providing/facilitating the
access to public information, on which consultation and citizen empowerment depend, to facilitate transition processes in Arab countries.


In sum, the workshop:

 

·     Enhanced participants’ capacity on citizen engagement for development management, through presentations, exchange of information, and reflections on the importance of promoting a more dynamic, inclusive, equitable and sustainable development in the region.

 

·     Discussed the outlook for, application and further implementation of the assessment questionnaire for normative and institutional frameworks for citizen engagement in the Arab region. This would assist practitioners to assess minimum requirements for participation at each stage of engagement.

 

·     Identified needs for capacity development and training requirements on tracking progress on participatory governance and citizen engagement in development management in the region, particularly for countries in various stages of transition.

 

UNDESA/DPADM and UNESCWA agreed to continue collaborating on analytical studies and capacity building to conduct self assessment and tracking progress in participatory governance in Arab countries.
