On 7-10 September 2009, a Workshop for high level officials from the Ministries of Public Administration of Latin America will be held in Santa Cruz de la Sierra, Bolivia. At the request of Latin American Governments, this capacity development workshop will be jointly organized by UNDESA/DPADM, the Spanish National Institute of Public Administration (INAP), and the Spanish Agency for International Technical Cooperation (AECID).

The event in Santa Cruz de la Sierra will bring together 30 high level senior public officials for a training course on implementing a system for performance management and evaluation of civil servants to put into practice the reforms outlined in the Ibero-American Charter of Public Service (ICPS). The Workshop will result in the adoption of a Strategy Programme establishing systems of performance management and evaluation in the public service.

This Workshop is part of a training programme developed by UNDESA/DPADM to implement the ICPS. The Charter was adopted during the Conference of Ministers and Heads of State Summit of Ibero-America in Santa Cruz de la Sierra, Bolivia, in June and October 2003 respectively, and represents a fundamental step towards the professionalization of the public service in Latin America.  The ICPS was endorsed by the United Nations Economic and Social Council and the General Assembly in 2003 (A/58/193). Since then, UNDESA/DPADM has ensured that the ICPS is a common reference for the reform process of public administration in Latin America by raising awareness of the ICPS and by providing support in defining appropriate strategies to implement its principles.
