The Public Service Act and Ammendment Act , as well as of attendant public service legislation imply certain values, as well as standards for implementation. Code(s) of Ethics or Conduct

National policy or discussion papers

Two National Anti-Corruption Summits in November, 1998, for the Public Service and April, 1999, for civil society and the Public Service, hosted by the Public Service Commission and the department of Just on behalf of the Cabinet have produced a number of drafts of national discussion papers and policy guidelines. Three books have been published by the Public Service Commission, outlining the proceeds of the conferences, papers given, research conducted and resolutions taken. They are available from the Public Service Commission and will be published on their web site.

Speeches by head of state or government

Both the President, and a number of Ministers have given speeches on the subject of corruption and approaches to dealing with it. These are available on the government communication web site, under speeches. - www. gov.za

Mass media campaign

Media campaigns conducted on an ongoing basis. Specifically 2 initatives have been recently undertaken 1) By the Cross-Sectoral Task Team convened by the Public Service Commission after the National Anti-Corruption Summit to take forward the summit resolutions, a key role being played by civil society in this campaign through the Association for Advertisers (AAA) and PRISA, the national Public Relations Insitute. 2) By a cross-sectoral task team in government called a media liaison unit, convened by Guy Rich in the Heath Special Investigating Unit, in order to provide a coherent media strategy for a number of diverse bodies all working on anti-corruptions programmes and strategies, namely, the Public Protector, the Auditor General, The SAPS, the Department of Justice and the Heath Special Investigation Unit.
