National Anti-Corruption Summit in April
1999 included all sectors of civil society,
business, banking, NGO'S, organised religion,
organsed labour and consulted experts.

the public was involved, how were they informed
and consulted?
Regarding
the Code of Conduct, the public were
asked to make submissions etc. The Code
of Conduct for the Public Service was
published in the Government Gazette.
It was published by the media and more
than 58 submissions were received.
Which
ministry or agency is currently
responsible for implementing or
monitoring public service values
and/or standards such as codes of
conduct?

Public
Service Commission (PSC) The
PSC has the role of monitoring
and evaluating the public service.
The PSC has held workshops in
all provinces on the code of
conduct with over 500 people
being reached. The PSC has produced
a manual on how to implement
the code. The PSC encourages
departments to include the code
of conduct in their orientation
programme and amongst other
things, hold annual ethical
days to talk about values. It
is however up to provinces and
departments to implement and
take ownership of the Code of
Conduct. According to Dr. Baai,
the promotion of professional
ethics in public administration
is a 'new thing'.
