Oh said the mayors roundtable will allow mayors to have in-depth deliberations on finding ways to ensure sustainable exchanges and cooperation between e-governments and in doing so, they will discuss issues of establishing an international cooperation body and launching relevant joint projects, he said.

He said that as a result, a city administration which is combined with information technology (IT) and the e-government infrastructure will become more efficient and transparent, contributing to both citizen and the government in terms of bringing better quality of life and more active online citizen participation.

In The Worlds 100 e-Governments, a survey conducted every two years on e-government performance sponsored by the United Nations and the American Society of Public Administration, Seoul was named the best e-government for two consecutive years, 2003 and 2005, Oh pointed out.

In addition, Seoul has established stronger cooperation ties with such cities as Moscow, Hanoi, Ulan Bator and Ankara, based on the unique u-Seoul model, while numerous cities have been visiting and benchmarking e-Seoul, which means the city is leading the way in setting global standards for e-government.

(The u-Seoul project has served as a stepping stone for the city to move forward to become the world's best e-government by delivering sophisticated e-government services to the citizens while catching up with the rapidly changing IT and enabling two-way communication for more active public participation).

He said Seoul has also endeavoured to deliver the most convenient e-government services to its citizens anytime anywhere with the aim of becoming an international business city based on up-to-date technology.

"The mobile portal services which enable citizens to access various information on city affairs via the mobile phone is a good example that shows the efforts made in encouraging citizen participation in the policymaking process by using technology," Oh said.

Among the keynote speakers at the forum will be Nicholas Negroponte, founder and chairman of Laptop Per Child and who is also the founder of MT Media Laboratory, and Guido Bertucci, director of public administration and development management in the United Nations Department of Economic & Social Affairs.

The main agenda for the discussions includes ways to promote exchanges and cooperation between global e-governments, solutions to narrow the digital divide, establishing cooperation for further collaborations between e-governments, finding outstanding models of e-government, and building a system to share and disseminate the models.

Participating mayors will also visit IT companies and organisations as well as cultural spots in Seoul.
