United Nations Online Network in Public Administration and Finance (UNPAN)

UNPAN has the mission to promote the sharing of knowledge, experiences and best practices throughout the world in sound public policies, effective public administration and efficient civil services through capacity-building and cooperation among Member States, with emphasis on south-south cooperation and UNPAN's commitment to integrity and excellence. This site, managed by all members of the network, provides various types of worldwide activities and products in the focus areas of: public administration; public policy; e-government; governance systems and institutions; civil service reform; integrity, transparency and accountability; and management innovation and development. Technical assistance in building up the ICT infrastructures of the UNPAN member institutions has also been provided, and special attention has been given to e-information management training.

The Caribbean Technical and Advisory Support Facility (TASF) on e-Government was established by the United Nations Department of Economic and Social Affairs, Division for Public Administration and Development Management (UNDESA/ DPADM) in collaboration with CARICAD, and is mandated to implement the Action-Oriented E-Government Strategy for Countries in the Caribbean Region 2004-2007, which was adopted at the 5th Caribbean Ministerial Consultation on Regional Cooperation for e-Government Capacity Building (Barbados, June 2004).

The Strategy was developed on the basis of the political consensus built through a series of Ministerial Consultations that took place between 2000 and 2004. This consensus focused on the need for capacity-building to enable meaningful public sector reform; on the use of information and communications technologies (ICT) to take advantage of new development opportunities in general and to improve the quality of public services in particular; and on the need to make e-Government programmes part not only of ICT strategies, but also of national plans on economic growth and social development.  Moreover, the idea was that TASF should support the development of e-Government capacity in the Caribbean by increasing the exchange of experiences and practices among the countries in the region. As a result, the technical and advisory services provided would increase the chances of the Caribbean to grow stronger as region, while reducing the existing gaps with regard to the application of ICT within the public administration at the national level.

The TASF (located at CARICAD and operational since September 2005, has been involved in different types of activities that have included, among others, advisory support aimed at have enabling the legal and regulatory reform, capacity-building activities that enhanced the technical expertise of specific groups of civil servants and raised the awareness of policy makers and senior-level civil servants on key issues for e-government, and the establishment of the Caribbean E-Government Knowledge Bank hosted by UNPAN.  The feedback received from the countries which have benefited from the assistance during these first operational months has been very positive, and has also constructive in identifying additional areas of focus and actions.

Central America Initiative on E-Government for Regional Development and Integration

The Central America Initiative commenced in 2002 with a conference which gathered the highest level representatives of government from Central American countries, as well as participants from observer countries and international and regional organizations, to discuss the challenges and opportunities presented by ICT, and more specifically, e-government, for regional integration. As a result of this gathering, an E-government Task Force for Central America was constituted. In its first meetings, which took place in Honduras in 2003, the Task Force examined priority e-government needs and opportunities at the national and regional levels, and considered the development of a Regional e-Government Strategy and Action Plan. In its second and final meeting, that took place in Nicaragua in 2005, the Task Force discussed the elements of a common Central America platform on e-Government policy to serve as an input to the formulation of the Latin America and Caribbean Regional Strategy and Action Plan for WSIS phase II (World Summit on the Information Society). Finally, Task Force members discussed specific joint initiatives to be implemented by countries in the region.

The Central America Initiative raised awareness on the potential of e-government for development in the region, increased knowledge of government officials on the issues and challenges of e-Government implementation, and laid the ground for stronger networking and collaboration on e-government in the region.  The work of the Central America Initiative, which was launched by DESA and counted with the financial assistance of the Government of Italy, fed into the work of the RED GEALC, a network of e-Government leaders of Latin America and the Caribbean created by OAS (Organization of American States) and ICA (Institute for Connectivity in the Americas).

Another development stemming from the Central American Initiative on e-Government is the partnership between DESA and the Central American Institute on Public Administration (ICAP – Instituto Centroamericano de Administracion Publica), expected to be launched in early 2007.

DESA and ICAP will cooperate in the implementation of the United Nations Online Network in Public Administration and Finance (UNPAN) as it relates to the Central America sub-region. The purpose of the cooperation is to create an electronic virtual network to exchange expertise and share experiences and lessons learned in the area of public economics, administration and finance, with a view to facilitate capacity-building through utilization of modern technology in the countries of Central America, Panama and the Dominican Republic.

The Conference on ICT and E-government for Regional Development and Integration in Central America will bring together key stakeholders from the Central America region, from the highest levels of government, to regional and international organizations, as well as experts from around the globe, to exchange views and experiences on the opportunities and challenges of ICT and e-government for enhanced regional cooperation.

The objectives of the Conference are to:

  • Raise awareness of the opportunities offered by ICT and e-government for economic and social development at the national and regional levels;
  • Present and explore in particular the possibilities of e-government for enhancing democracy and a more transparent, efficient and effective government better able to deliver public services;
  • Discuss national and regional ICT and e-government strategies and the challenges that governments confront in their development and implementation;
  • Examine the application of ICT and e-government to render regional integration efforts more effective and successful;
  • Consider the elements for an "Action Plan on ICT and E-government in Support of Regional Integration" and the creation of an E-Government Task Force for Central America.

Strengthening Parliaments' Information Systems in Africa

Initially implemented in ten African Parliaments, in 2006 the project
has evolved and expanded into a full Africa i-Parliaments Action Plan, a continental challenge embraced by the majority of African assemblies under the auspices of the Pan African Parliament. The objective of the initiative is to empower African Parliaments to play a strategic role in promoting good governance, and to become open, participatory, knowledge-based and learning organizations. The programme will do so by helping parliaments build their information and knowledge management capacities, creating information services, deploying parliamentary information systems and providing tools to support inter-parliamentary collaboration.

E-government for Development Programme (EG4D) - National- Level Pilot Projects

The E-government for Development Programme, funded by the Government of Italy, is an initiative which aims at responding to the growing demand for technical and advisory services by developing countries, and countries with economies in transition in the area of e-Government, with a specific focus on e-accounting applications. The overall goal of this Programme is to support the ongoing process of administrative reform and e-government capacity-building in selected beneficiary countries by promoting the adoption of modern ICT in public administration as an effective tool to enhance public sector reform and foster the creation of public value in support of the Millennium Development Goals.

More precisely, for the enhancement of good governance, the initiative acknowledges the paramount importance of e-accounting, intended as the modernization and digitalization of the procedures suppporting the economic and financial cycle of public administrations and governments. These include the digitalization and integration of the public accounting and reporting systems, the tax-revenue procedures, the customs systems and the public procurement procedures. E-accounting is considered as a prerequisite for the sound functioning of a national governance system, since, among other things, it maps out all the financial flows of public administration activities, hence promoting the transparency and efficiency of the entire public system.

With the specific aim defined above, the projects financed by the Programme will focus on three elements:

  • The development of strategic e-accounting policies and tools;
  • The strengthening of the public sector’s capacity to effectively use e-accounting solutions; and
  • The implementation of e-accounting solutions to ensure transparency in the public sector.

DESA is currently partnering with five countries – Belize, Jamaica, Morocco, Saint Lucia, and Saint Vincent and the Grenadines - to implement operational e-government projects at the national level in specific e-accounting priority areas indicated by the countries themselves.

Lesotho: e-Government for Enhanced Service Delivery

This project focuses on the government to government (G to G) element of e-government.  By ensuring that the Ministry of Communications, Science and Technology of the Government of Lesotho is using the same IT platform, greater synergies among the departments should incur, which would increase productivity within the Ministry.  In addition, a cost savings is expected to result from the sharing of servers, firewalls and other security measures, printers, Internet access, and from the development of integrated databases and portals.   The project will support the interconnectivity among the four locations of different departments through a wireless solution.  Each location will be equipped with the necessary hardware to form a ministry-wide IT platform. 

In order to tackle the issue of the lack of IT capacity from the human resources point of view, the project will provide training for one staff member from each location to be trained in troubleshooting basic network problems and hardware support.   In addition, an e-government training programme will be established through the UNDESA Online Network in Public Administration and Finance (UNPAN).  This training will be for senior managers to acquire a better understanding of e-government.  The online course will be taken within a six-month period, and there will be a one-week workshop to kick-off this training.

A pilot project will also be developed to deliver e-government services to local communities by using the local post offices as an IT hub.  This will enable citizens who have been traditionally disadvantaged to gain access to the Internet.
