E-Government – What a Government Leader Should Know, Part I. Introduction
Description: The first part of the course provides background knowledge on the basic concepts of ICT development and e-government. It gives an overview of the evolution of IT, its content and its applications, with particular reference to e-government. The areas of e-government covered include: reconstruction of government structure, re-engineering of business processes, computerization of various executive and operational activities, and the provision of better services to its clients, so as to establish a government of the information age.
Goals: To familiarize students with the basic concepts related to the following topics: Rapid Development of Information Technology, Government Informatization, Government Online and e-Government, Modelling of Government Business, e-Government Readiness Assessment, Metadata, e-Government Security, Risk Management, and Business Continuity Planning.

E-Government – What a Government Leader Should Know, Part II. Tactical Aspect
Description: The second part of the course describes the fundamental infrastructures that are required for the success of e-government development. An overview on the different information-related infrastructures that are fundamental to the implementation of e-government, such as e-record, portals, and e-payment are provided. These info-structures are important to enable interoperability among government programmes, both for information sharing and for business transactions. Part II also covers a wide range of management issues, such as content management, knowledge management, storage management, and metadata.
Goals: To familiarize students with the basic concepts related to the following topics: Info-Structure: e-Record, Info-Structure: Authentication and Digital Signature, Info-Structure: e-Payment, Info-Structure: Portal, Change Management, Content Management, Document Management, Storage Management, Knowledge Management, and Information Management.

E-Government – What a Government Leader Should Know, Part III. Strategic Aspect
Description: The third part of the course discusses high-level concerns on e-government sustainable development. It includes various policies, laws and regulations that help to facilitate e-government development, so that a government can achieve e-government milestones in a relatively short period of time. This part also addresses the critical success factors for e-government sustainable development, which is essential information for government leaders, including leadership and commitment of top management and continuous funding for e-government projects.
Goals: To familiarize students with the basic concepts related to the following topics: e-Government: Transformation of Government, e-Government Strategies, e-Government Policies, Related Laws and Regulations, e-Government Related Standards, Methodologies of e-Government Systems Development, Critical Success Factors of e-Government, and Funding of e-Government.

Decentralized Governance
Description: This online training course contributes to the knowledge and practices of local governance leaders and policy makers especially as they relate to:
  • Managing equilibrium between centralized and decentralized governance systems
  • Responsiveness to people needs through participatory service delivery
  • Civic engagement, inclusiveness, partnerships and resource mobilization for poverty reduction and local level development
  • Building cohesive local level communities for a secure and peaceful environment
  • Developing institutional, structural arrangements, management systems and tools that work.
Goals: To familiarize students with the basic concepts related to the following topics: decentralization policy formulation and analysis; leadership and people empowerment; people participation and engagement in local government for local development; effective local government institutions and structural arrangements; fiscal decentralization, planning, regulating, budgeting and resources mobilization; governance approaches for peace and local development; and partnerships and decentralized cooperation.

E-Government Interoperability
Description: This online training course highlights the value of e-government interoperability and the steps required to achieve effective interoperability. It also answers some of the fundamental questions such as: who should be involved in e-Government Interoperability projects; why a Government Interoperability Framework (GIF) should be developed; how GIFs are produced and revised; and, what the key factors are for the successful development and operationalization of a GIF.
Goals: To familiarize students with the basic concepts related to the following topics: Standards and Architecture in Interoperability; the Government Interoperability Framework (GIF); GIF Development; and Architecture.
