  • Civil Society for Poverty Reduction (CSPR), Zambia
    CSPR's main objective is to ensure that civil society from different backgrounds and in diverse locations effectively participated in the formulation of Zambia's Poverty Reduction Strategy Paper (PRSP).
  • Hakikazi Catalyst, Tanzania
    Hakikazi has developed an innovative approach that support social and economic rights of marginalized communities and individuals to stimulate action for change in national and local level policy and to promote the eradication of poverty.
  • Idasa, South Africa
    Idasa is an independent public interest's organization, committed to promoting sustainable democracy in South Africa and elsewhere by building democratic institutions, educating citizens and advocating social justice. Since its inception in 1986, budget work with other social groups has remained the bulk of IDASA's work.
  • Institute for Public Policy Research (IPPR), Namibia
    IPPR aims to to deliver independent, analytical, critical yet constructive research into social, political and economic issues that affect development in Namibia. It has been established in the belief that development is best promoted through free and critical debate informed by quality research.
  • Institute of Economic Affairs (IEA), Kenya
    IEA seeks to promote pluralism of ideas through open, active and informed debate on public policy issues. Its mandate is to promote informed debate on key policy issues both economic and political and to propose feasible policy alternatives in these areas.
  • Integrated Social Development Centre (ISODEC), Ghana
    ISODEC established the Centre for Budget Advocacy (CBA) to support civil society organizations to improve their understanding of and engage with the public budgets and the budgeting process as a means of claiming rights for and by the poor and promoting "good governance" and democracy.
  • Social Development Network, Kenya
    Its main aim is to promote and facilitate effective strategic alliances among member/ interested NGOs and CBOs that engage in social development activities from a social justice perspective. One of its core programme areas is to promote popular participation in the budget process.
  • South Africa National NGO Coalition (SANGOCO), South Africa
    SANGOCO is the largest single umbrella body of NGOs in the Southern African region that is involved in all issues affecting South Africa's development. One of its campaigns is on People's Budget which seeks to produce a progressive People's Budget framework on an annual basis within an appropriate macro-economic framework and as a tool for mass mobilisation and action.

ARAB STATES

  • Lebanese Center for Policy Studies (LCPS), Lebanon
    LCPS, a non-patisan, nonprofit think tank engages extensively in public policy work in Lebanon and North Africa Region. The Center focuses in research and publication and provides advocacy, training, and capacity building on issues that include among others governance, elections, social and economic development, judicial reforms, and media reform.

ASIA AND THE PACIFIC

  • Bandung Institute of Governance Studies (BIGS), Indonesia
    BIGS is a research institute that primarily focuses on the analysis of the government's budget, accountability of public services and institutional capacity building.
  • Bangladesh Institute of Development Studies(BIDS), Bangladesh
    BIDS is a multi-disciplinary organization which conducts policy oriented research on development issues mainly in the context of Bangladesh. It undertakes research and capacity building in these areas and promotes civil society participation in the budget process.
  • Institute for Popular Democracy (IPD), Philippines
    IPD is a political research and advocacy institute serving social movement groups, NGOs in development work, and progressive local government officials. Its primary agenda is to enable the poor and disadvantaged sectors of Philippine society to participate in national politics and the economy, and in other aspects or areas of national life.
  • Public Administration Research & Consultation Center (PARC), Egypt
    A leading research institution in Egypt, PARC provides research, consultation and training programs in the following fields: public finance and governance in Egypt, public policy analysis and evaluation, performance based management and local governance and environmental management awareness.
  • Unnayan Shamannay, Bangladesh
    This civil society think tank specialises in participatory research on development. Unnayan Manusher Jonno (UMJ) an economic literacy programme, is a flagship project of Shamunnay. UMJ focuses on participatory budgeting which aims to increase awareness on the national budget and promote people's participation in the budget preparation and implementation.

EUROPE & THE COMMONWEALTH OF INDEPENDENT STATES

  • Association of Young Economists (AYE), Azerbaijan
    AYE strives to accelerate social-economic development, to promote economic reforms and to campaign economic knowledge/awareness in Azerbaijan. Its activities are based on the principles of collective leadership, legality and publicity. AYE has conducted trainings in budget process and civil society.
  • Center for Social and Economic Research (CASE), Poland
    This non-profit institute deals with problems of post-communist transition, European integration and the world economy. Among CASE's programmes include policy research & advise to governments, international organizations and the NGO sector, public education and training of the NGO sector in post-communist countries.
  • Economic Development and Research Center (EDRC), Armenia
    Established in 2001, EDRC aims to promote economic and social development, to influence policymaking and to raise public awareness of economic, social and demographic issues. Its current projects are focused on policy research, modeling, poverty reduction and advocacy, transparency and participation.
  • Economic Research Center (ERC), Azerbaijan
    ERC seeks to provide policy advice to the Government of Azerbaijan and contribute to the national capacity building and raise public awareness in socio-economic issues. The Center has spearheaded the creation of the National Budget Group and is the only NGO to implement the initiative for public participation in the local budget processes in the regions.
  • Gdansk Institute for Market Economics (GIME), Poland
    As one of the most prestigious think tanks in Poland, GIME deals with economic and development issues at the national and international level. It engages in research and formulates useful recommendations for government policy to provide independent assessments of the economy for the business sector and public opinion.
  • Institute of Public Finance, Croatia
    This public institution focuses primarily on economic topics critical for economic growth and development, transition to the market economy and meeting the requirements for European integration. Its areas of specialization include among others transparency, accountability, participation, and the relations between the executive branch and the legislature in the budgetary process.
  • Public-Private Finance Institute (PPFI), Albania
    PPFI is a non-partisan, private research and economic policy institute, aiming to contribute to the development of the country by actively participating in the preparation and implementation of legal, institutional and economic reform in Albania. Established in April 2001, its focus remains in public finance reform and participatory budgeting.
  • Public Finance Monitoring Center (PFMC), Azerbaijan
    Its primary objective is to trace the flow of public finance mainly in three directions -monitoring of oil revenues, implementation of permanent budget monitoring through tracing the efficient development of the state budget and right use of its resources and monitoring of the financial activities of the state-run enterprises and international credits.
  • Public Policy Research Center (PPRC), Kazakhstan
    Created under the initiative of the Open Society Institute (Budapest), the Center is one of 22 public policy institutes established by Soros in the CIS, Central and Eastern Europe. Its mission is to identify appropriate solutions to strategic public policy issues and facilitate effective decision-making through professional analysis and open debate.
  • Riinvest Institute for Development Research, Kosovo
    As the first private research and think tank organization in Kosovo, it aims to promote modern economic development of Kosova based on a philosophy of entrepreneurship. The Institute has enhanced its capacity as in economic research, policy analysis and advocacy activities.
  • St. Petersburg Center of Humanities and Political Studies "Strategy", Russia
    This is a government-NGO based in Russia that operates independently from the government. It provides inputs to the government on relevant issues. One of its programmes deals with citizens' participation in the budget process.

LATIN AMERICA AND THE CARIBBEAN

  • Presupuesto-CIDE, Mexico
    The Program of Budgeting and Public Spending is a unique, independent, professional, and credible source on Mexican budget analysis and government reform. It has acquired an international reputation for its unique capacity to blend rigorous research and analysis with activities designed to enable policymakers at national, state and local levels, the media, and the general public, to make extensive use of its work.
  • Instituto de Estudos Socioeconômicos (INESC), Brazil
    Since 1979, INESC main areas of operation include children and teenagers, agriculture, indigenous and the environment, public expenditure, and foreign policy. INESC has been advocating the analysis and monitoring of the federal budget and also specialises in legislative budget process, legislative lobby, and training of NGOs in budget lobbying.
  • Instituto Brasileiro de Análises Sociais e Econômicas (Ibase), Brazil
    Founded in 1981, this Institute aims to build democracy by fighting inequalities and stimulating citizens' participation. Ibase focuses among others on the following priority themes and activities: democratic alternatives to globalization, civil society participation in the public sphere, monitoring public policies, democratizing the cities, solidarity economy, and social accountability.
  • Poder Cuidadano, Argentina
    This Institute promotes citizen participation, transparency and access to public information to strengthen democratic institutions through collective action. Its vision is to create a network of institutions and individuals dedicated to policy matters at the local, national and international level with the aim of advancing democratic inclusive societies.
  • Centro de Información y Servicios de Asesoría en Salud (CISAS), Nicaragua
    CISAS is involved in monitoring the development and implementation of the Poverty Reduction Strategy (PRSPs) and Millennium Development Goals (MDGs) in Nicaragua. Documents and articles concerning the design, elaboration, implementation, analysis, and evaluation of the PRS in Nicaragua are available on its website.
  • Centro de Investigaciones Económicas Nacionales (CIEN), Guatemala
    Its mission is to propel the economic development of Guatemala through technical study of the country's socio-economic problems, analysis and knowledge-sharing and approaches focusing on concrete solutions congruent with the national reality. It aims to be the most influential research institute pertaining to public policy on economic and social themes.
  • Centro de Derechos Económicos y Sociales (CDES), Ecuador
    CDES collaborates with social movements and organizations to support discussion, development and the implementation of an alternative socio-economic-political model - through impacting on public policy, multi-disciplinary research, pressure campaigns, denunciations, citizen participation and monitoring.

North America

  • International Budget Project (IBP), USA
    Established within the Center on Budget and Policy Priorities, IBP endeavors to develop the growth of civil society capacity in analysing and influencing government budget processes, institutions and outcomes. Its key objective is to make budget systems more responsive to the needs of society and, accordingly, to make these systems more transparent and accountable to the public.
