Summary: Realizing the need to improve the quality and quantity of surface observations relating to weather forecasts and climate predictions in Africa, the World Meteorological Organization proposed a pilot project in June 2002 that seeks to use the existing network of ham (amateur) radio operators to improve the reporting of meteorological observations to the national meteorological centres in the region. Sponsored by the United States National Weather Service, the overall objective of the one-year project is to create a cooperative weather observer network to help the countries of Africa to better prepare for drastic climate changes and avert natural disasters.

While some developing countries lack the necessary telecommunication infrastructure, ham radio operators have a vibrant network in the region and are well placed to be the eyes and ears of national meteorological centres. This is also a cost-effective way of gathering information and channelling it to these centres.

Impact: To date, over 20 potential operators have been identified in East Africa, and the implementation of the project is currently under way. The High-tech Weather Services Network improved the quality and quantity of surface observations relating to weather forecasts and climate predictions in the Africa region. This will allow national meteorological centres in Africa to be better prepared in handling climate and natural disasters by providing an early warning system with accurate and timely information.
