2014 Global City Informatization Forum Co-organized by RCOCI

During 2014 Global City Informatization Forum co-organized by Regional Cooperation Office for City Informatization (RCOCI), participants from all around the world deeply discussed and actively brainstormed on the theme of “Smartness, Integration, Convergence”. We came up with a number of fantastic new concepts, ideas and approaches benefited from collective wisdom in terms of accelerating ICT innovation, deepening construction of smart cities, and informatizing a better life.

Call for Manuscripts International Journal of Civil Service Reform and Practice

The Regional Hub of Civil Service in Astana seeks submissions to its journal, the International Journal of Civil Service Reform and Practice. The journal has successfully published two issues, and seeks to publish manuscripts of interest to participants of the Regional Hub. The Regional Hub was established in 2013. The Hub was initiated through a joint project between the United Nations Development Programme and the Agency for Civil Service Affairs of the Republic of Kazakhstan. The Hub has over 30 participating countries and 5 international organizations.

RCOCI Signed New Strategic Cooperation Agreement
On January 15, as backbones of RCOCI, Shanghai Municipal Commission of Economy and Informatization and Shanghai Academy of Social Sciences signed strategic agreement for future profound cooperation. The two parts will co-organize 2014 Global City Informatization Forum held in November, and the new website for the Forum was launched.

Science, Technology and Innovation Policy in India Under Economic Reform: A Survey
In this paper, the author focuses on a survey of some key features of India's Science, Technology and Innovation system (STI) that will enable us to examine the extent to which the official optimism with regard to these new policy shifts is justified and the extent to which they have been realized in practice over the nearly two decades since the initiation of reform. The author points, contra the received view, to a considerable gap between rhetoric and performance that in many ways indicates that the Indian STI system is still conditioned by the strengths and weaknesses of an earlier era. Given these weaknesses, the hope that the policy shifts of the reform era will to lead to a new era of widespread innovation and the emergence of a new knowledge superpower seem to be as yet in the far distance.

India: Road Safety 'Drives' Eligible for 100% Tax Exemption - Govt
Road safety related activities are now eligible for 100% tax exemption under section 35AC of the Income Tax Act, 1961. clarifies the Ministry of Finance. New Delhi: Concerned over India accounting for highest number of global road fatalities, Vijay Chhibber, Secretary, Union Minsitry of Road Transport and Highways (MoRTH) had written to Secretary, Department of Revenue, Ministry of Finance seeking clarification on 100 per cent income tax exemption on donations made to undertake approved road safety programmes under Section 35 AC read with rule 11K of the Income Tax Rules, 1962 amended in 1998. In response to the Secretary (RT&H) letter, the Revenue Secretary, Shaktikanta Das has confirmed that the road safety related activities are now eligible for 100% tax exemption under Section 35AC of the Income Tax Act 1961 and elaborated it further as under : ‘’A Scheme/Project carrying out a programme that ‘’promotes road safety, prevention of accidents and traffic awareness’’ is covered under Rule 11K(m) prescribed under Section 35AC of the Income Tax Act 1961. Road Safety related activities are now eligible for 100% tax exemption. The project, will, however, need to be notified as an eligible project in terms of Section 35AC (ibid) for which an application has to be made to Secretary, National Committee for Promotion of Social and Economic Welfare.’’

India: Internet for All; Govt Favours m-Governance
Telecom Minister Ravi Shankar Prasad said in the Lok Sabha that the Modi Government is committed to equal access to Internet for all. “As far as the issue of net neutrality is concerned, we will strive to ensure a non-discriminatory availability of Internet for the people of India,” Prasad said. He also emphasised on mobile governance. “The PM’s directive is that we don’t just want e-governance, we want mobile governance.” The minister said that he has been instructed by the PM to make non-discriminatory internet available to all Indians. ““The Prime Minister is pushing for ‘Digital India’. Our aim is that the country’s 125 crore people should have internet,” he said.

Department of Information Technology, Government of Chhattisgarh is organising ‘Opportunity Chhattisgarh 2015′ on April 24 in association with Nasscom, pitching the state as the most preferred destination for IT-BPM sector. The event will be held at Taj – The Gateway Hotel, Raipur, Chhattisgarh. Top Government officials, industry leaders, academicians and entrepreneurs will come on one platform to identify and unravel opportunities in the IT-BPM sector in Naya Raipur. The one day event will kick-start with inaugural addresses by Dr. Raman Kumar Singh, Principal Secretary, Electronics and IT Department; Vivek Dhand, Chief Secretary, Government of Chhattisgarh; R. Chandrasekhar, Chairman, Nasscom. The action-packed event will include an array of keynote presentations and panel discussions, highlighting current industry trends, challenges and opportunities. Chhattisgarh Infotech & Biotech Promotion Society (ChiPS), a registered society under Department of Information Technology, Government of Chhattisgarh, will presdent the resent scenario of IT industry in the state.
