Latin America: Power in Partnership? An Analysis of an NGO's Relationships with its Partners. - 1998
This paper analyses partnership relationships between NGOs and donors. Using a framework adapted from Dahl (1957) to explore issues of power in the relationships of a US-based development NGO, it questions whether the current emphasis on organisational partnership is useful or whether, in practice and in theory, greater recognition should be given to the importance of relationships between individuals. It examines whether asymmetrical relationships can be termed partnerships and highlights the potential for such a discourse to reinforce existing power inequalities.

Uganda: Are Expatriate Staff Necessary in International Development NGOs? A Case Study of an International NGO in Uganda. - 1998
This paper explores problems and challenges in the management of expatriate staff in Northern NGOs. It finds that very little research has so far been carried out on this issue despite its importance in international NGO development work. Drawing on a recent case study of a NNGO working in Uganda, the author makes a preliminary identification of a number of key issues, which are discussed against the background of debates around changing power relations between Northern and Southern NGOs. The paper concludes by setting out both positive and negative arguments for the use of expatriate staff and argues that while the presence of expatriates may potentially bring distinctive benefits and advantages to development work, more careful attention needs to be given by NNGOs to the management of expatriate staff.
