Capacity-Building Programme for Diplomats: Strengthening Capacity on E-government and ICT Policy

In partnership with UNITAR and the ILO, a capacity-building programme on ICT and e-government for African, Eastern European and Caribbean diplomats was held in Italy in 2003. The objective of the workshop was to provide diplomats from developing countries with the tools and substantive background in order to strengthen their negotiation skills and facilitate their participation in international negotiations on ICT policies, as well as participate actively in the World Summit on the Information Society (Summer/Fall 2003).

Local E-government Capacity-Building in Africa

The Consultative Meeting, held in Morocco in January 2003, involved participants from African countries and partner institutions involved in the implementation of e-governance in Africa, with the aim to exchange views and experiences and discuss further steps of implementation of common activities. This involved, in particular, the studies undertaken by UNESCO, IICD, CAFRAD and ICLEI in the area of training for local e-governance in Africa. This Consultative Meeting was also linked with the recommendations of the recent “e-Africa - First Regional Workshop on building e-governance capacity in Africa” (Johannesburg, 28 - 31 October 2002), organized by CAFRAD and the Department of Public Service and Administration of the Government of South Africa (DPSA), in partnership with UNDESA/DPADM and under the banner of NEPAD, and with other ongoing global and regional initiatives in the area of e-governance. The overall objective of the Consultative Meeting was to share experiences and to make an inventory of needs and initiatives on training for local e-governance, at the practitioners level, to link comparable initiatives and expert resources and thus avoid duplication of projects and overlap of activities.

Three training workshops were organized by UNPAN-DPADM for all UNPAN members, focusing on: (i) better understanding of how to make use of ICTs for information management in the area of public administration; and (ii) applications of the UNPAN document and database management systems ( November 2000, New York; July 2001, Dakar, in cooperation with IDEP; and June 2002, Shanghai, in cooperation with RCOCI). In October 2002, a coaching mission to UNPAN-African Centres (OFPA/IDEP) took place to assist their staff in improving their skills in e-information management.
